PEMBANGUNAN DAN PENGOPERASIAN FASILITAS PELUNCURAN WAHANA ANTARIKSA DARI WILAYAH UDARA INDONESIA

Abstract

In the last 15years, demand for space launch services has been continuing to increase, in particular for launching satellite to low Earth orbit (LEO) and medium Earth orbit (MEO). In order to meet as well as to capture the launch market, a number of countries has strived enabling launch from the air, popularly refered to as Air Launch System (ALS) of ecuator. In the beginning of the yaers 2001, Russian Government proposed an initiateve to Indonesian government to develop and operate ALS in Biak. Required initial invesment expenditure for the system development is some US$157.2 million. Development of the system will take place in 3 years with 18 year life cycle of operation. In this paper, benefits of ALS in Biak is scutinized. One of the impact is budget-capital analysis. Result of analysis show that the development and operation of ALS in Biak is economically feasible, and wholly, taking into account the other impacts, ALS in Biak yields significant benefits for Indonesian.
