ANALISIS PERMASALAHAN "LAUNCHING STATE" DALAM SPACE TREATIES

Abstract

When state as main actors in conducting space activities, the terms of launching state contained in space treaties did not arise any problem in its applications. However, when space activities stepped into commercialization and involved international organizations and private sectors as new actors in such space activities, the application of the terms of launching state in many cases, in fact, confronted various difficulties. In this connection, UNCOPUOS has been considering and striving to formulate the new meaning of the terms of launching state suitable for the progress of space activities in terms of such new actors. This paper analyzes such the new meaning and makes recommendation on the proper ways for its applications by Indonesia.
