Abstract


A major activity in the planned bilaterl cooperation between Indonesia and the Russian Federation in the field of utilization and exploration and use of outer space for peaceful purposes is the Russian Air Launch System(ALS) Space Transportation System (STS) operation from an intermediate base in Biak, Papua, Indonesia, i.e. as air launch joint business venture between Russian and Indonesian conporate partner. The study is intended to provide an account of the functional breakdown of the ALS Biak Intermediate Base business and technical operation, e.g. as training for intimation on commercial air launch service for spacecraft in Indonesia through international cooperation. A functional analysis of both the technical and business aspects of ALS Biak spacecraft air lunch commercial undertaking is presented using the descriptive method. The elucidation shall describe the regu;atory requirements, functional technical operations, functional business enteprise, organizational provisions, as well as multilateral, bilateral and Indonesia internal aspects.
