ANALISIS MORAL KEBERADAAN LANDASAN LUNCUR ROKET LAPAN DI CILAUTEUREUN, KABUPATEN GARUT, PROPINSI JAWA BARAT, HARUS DIPINDAHKAN

Abstract

LAPAN has operated its only rocket launching facility in Cilauteureun, Garut District, West Java Propince, since 1964. About 50 rocket had been launced since then. Due to its potential explosion, fire and chemical attacks, LAPAN and the Local Government agree to settle two dengerous zones around the launching pad. Scientific calculation were used to establish the size of the zones. During the launching period, no other activity is permitted to happen whitin the zones. There is also limitation for non LAPAN permanent buildings. The law enforcement runs with difficulties. Not only the local community disobeys the arrangement, but the Local Government does not. For the preparation of future rocket launching activities in Cilauteureun, this condition should morally be taken into consideration.
