PARADIGMA BARU DALAM MENGABULKAN PERMINTAAN KERJASAMA ILMIAH TEKNIK PIHAK ASING (SUATU REKOMENDASI BERDASAR STUDI KASUS KERJASAMA LAPAN-ISRO DALAM PEMBANGUNAN DAN PENGOPERASIAN STASIUN TTC DI BIAK)

Abstract

The idea of LAPAN cooperative activities with foreign institutions comes generally from the partner. In certaincases, the conceptioanal readiness of LAPAN is merly less important as for the basis of cooperation. The geopolitical, geostrategy, administrative and legal reasonings dominate the basis of adopting the proposal. This causes LAPAN gets the less benefit relatively to the partner. The case study of LAPAN-ISRO cooperative on the establishment and operation of TTC Satation in Biak, provides suggestion to shift the paradigm into 'each cooperative activity shall be an integral part of LAPAN's efforts in augmenting the efectivity and efficiency levels of achieving the established targets of the development.
