Abstract

The draft Roadmap on the Development of an Indonesia Launching Satellite System holds a vision on arespace self sufficiency. This paper present a study that was based on a concept regarding regulation as a tool of social engineering. This paper also present facts that the aerospace self sufficiency vision is unappropriate, since aerospace activity such as ITU (International Telecommunication Union) and ICAO (International Civil Aviation Organization).
